Tom Pengelly, Managing Partner, based in London, Tom has over 15 years experience in providing high quality consultancy services in international trade, intellectual property, private sector development and public sector reform to governments, donor agencies, and NGOs around the world. His experience in development co-operation, gained with DFID and in consultancy practice, spans all areas of WTO negotiations and agreements, regional integration, the EU-ACP trade arrangements and all areas of Trade Capacity Building and the Aid-For-Trade Agenda, particularly strengthening trade policymaking and dialogue in developing countries. Tom has designed, implemented and reviewed Trade Capacity Building projects involving governments, business and civil society in Africa, South Asia, SE Asia, Eastern Europe and the Caribbean. He has also lectured and published widely on trade capacity building and was the principal adviser to the OECD-DAC for the donor guidelines on Building Capacity for Trade.

Mart Leesti, Associate Partner, based in Ottawa, Canada, Mart leads our portfolio of client work on intellectual property. With over 35 years experience, Mart is a former CEO of the Canadian Intellectual Property Office, and now regularly consults to WIPO, the European Patent Office, and to governments in West Africa, South Asia, SE Asia and Eastern Europe. His expertise and experience covers all areas of intellectual property policy, legislation, administration and enforcement, as well as capacity building to promote innovation and use of the IP system for private sector development. Mart regularly participates as an expert lecturer and trainer in regional and national seminars and conferences on various aspects of the system of intellectual property, including the TRIPS Agreement, around the world.

Mark Walker, Senior Associate, based in London, Mark is our senior training and communications specialist. Mark has over 15 years consulting experience in Southern Africa and Asia. His work has centred around institutional development and capacity building projects, focused in the natural resources sector. Mark is currently working on a long term engagement on a DFID state-level governance reform programme in Nigeria.

Bernard Wood, Senior Associate, based in Ottawa, Bernard is our aid effectiveness, evaluation and results-based management specialist. He has over 30 years experience of evaluating development co-operation and is internationally recognized as a leading expert in the field. He has worked in over 60 countries in Africa, Asia, the Caribbean and worldwide, and is fluent in English and French. As the former Head of Development Co-operation for the OECD-DAC, between 1993 and 1999, Bernard played a key role in producing the development partnerships strategy and leading Peer Reviews of OECD-DAC members. Since 1999, Bernard has undertaken a large number of evaluation assignments and organizational and performance management studies, as well as policy studies covering trade issues.

Liz Turner, Associate Economist, based in London, Liz is our trade economist. With over 10 years experience on trade and development, she has worked with a number of government and international organisations in Europe and Africa, including DFID and UNCTAD, and spent over 2 years working with the Ministry of Industry and Trade in Tanzania under the auspices of the ODI Fellowship Scheme. Liz is currently engaged in our Aid for Trade workstream working on regional integration in West and East Africa and follow-up work on designing a monitoring & evaluation framework for DFID's Aid for Trade Strategy 2008-13.

Petteri Lammi, Project Manager, based in London, Petteri leads our Project Support Unit. He's charged with administering the IPRTA Forum initiative, including strategic development and supporting Forum activities. He also assists with proposal writing and report preparation, as well as managing our international network of experienced international experts and associates.

Laura Rovamaa, Junior Consultant, based in London, Laura joined Saana on the company's internship programme while she continues her studies in development economics. She is currently working in a research and backstopping role for our consultancy team undertaking the scoping and design phase of a new multi-donor funded regional integration and aid-for-trade programme in West Africa.
